In the context of an ongoing study under the EIF Implementation and Governance Models Action, we are currently exploring the concepts of integrated public service governance and organisational interoperability. The challenges associated with interoperability are more than just technical, and these organisational aspects must be addressed if cross-border and European digital public services are to be developed and delivered. The study aims to provide guidance on how these concepts can be applied in practice.
The main objectives of the study are:
- Identifying and describing governance structures and good practices for interoperability coordination
- Clarifying and proposing ways to formalise public administrations’ organisational relationships as part of the establishment of European public services
- Identifying and developing common process models to describe business processes
